Abstract
The 2017 HECS was undertaken in order to establish a baseline for energy consumption in households in Lesotho. The last survey was done in 1985 and scenarios for energy consumption were drawn and extrapolated to the year 2010. The survey is intended to be done after a five year period. The variables collected included housing and household characteristics, economic and energy consumption of different forms of fuels such fuel wood, paraffin etc.

Sampling Procedure
The 2016 census Enumaration Area (EA) were used as Primary Sample Units (PSU) and all the private households in the slected EAs were included un the sample. The sample was designed such that all the ten districts, ecological zones as well as settlement were includesd

The sample design of Household Energy Consumption Survey is a two-staged stratified sample design. The stratifying variables being the agro-ecological zones namely the lowlands, foothills, mountains and Senqu River Valley (SRV) and settlements(urban, peri-urban and rural).

The response rate was 93%

The data was weighted in such a way that one household represented 193.72

Supervision
Interviewing was conducted by teams of interviewers. Each interviewing team comprised of 3-4 interviewers, a supervisor, and a driver. Each team used a 4 wheel drive vehicle to travel from EA to EA (and where necessary within EA).

The role of the supervisor was to coordinate field data collection activities, including management of the field team, supplies and equipment, maps and listings, coordinate with local authorities concerning the survey plan and make arrangements fo travel. Additionally, the field supervisor assigned the work to the interviewers, spot checked work, maintained field control documents, and submited completed questionnaires through synchronizing with the server and progress reports to the Bureau of Statistics Office.

The were laso regional coordinators whose responsibilities were to manage supervisors and liase with the head office.

The questinnaire was designed in English language and manual to help in execution of the questionnaire was also compiled.It was also reviewed by stakeholders and their comments were incooporated.A household questionnaire was administered in each selected household, which collected various information on household members including sex, age, relationship, and education level.
