Abstract
The main objectives of the HBS are in the first place to provide basic data required for policy and programme formulation at national level and for different sectors. Secondly, the survey is expected to provide other statistical needs and support other objectives such as:
• To obtain macro estimates of household consumption and expenditure patterns needed to construct the weighting system for the Consumer Price Index.
• To provide macro economic estimates on the household consumption for the National Accounts.
• To obtain household consumption and expenditure patterns required for market analysis.
• To acquire data on households' levels of consumption and expenditure which can be used for poverty mapping and estimates for analysing the changes in the standard of living over time, as HBS gets repeated over years.
• To constitute a platform for specifying a set of basic economic and social welfare indicators to be monitored at regular time intervals.
• Ownership or free access to durable goods and income generating facilities.
• To obtain data on non-expenditure consumption, i.e. consumption from own production (cop), payments in kind and barter, which can only be measured by a survey like HBS.

Sampling Procedure
Sample Selection
The sample selection adopted a multi stage sampling design. The Master Sample constituted the sample for the 1994/95 and 2002/03 HBS. The PSUs were the first stage-sampling units and households within these PSUs were the Second Stage Sampling Units (SSUs).
In order to have information representing Lesotho, probability-sampling technique was employed across districts, PSU's and regions. The PSUs were selected using Probability Proportional to Size (PPS) where the number of households within the PSUs served as size measure. The households were selected adopting systematic sampling technique within PSUs.
The 2002/03 HBS covered a larger sample size than the previous one (1994/95 HBS). Both surveys had a recording period of one month per household over the survey period.
In the rural areas, the 1986 and 1996 sample PSUs are also the primary sampling units in which Agricultural Production Survey was conducted. In urban areas, the Enumeration Areas (EAs) are used as primary sampling units.
Sample Size
The households were listed two weeks before the survey month for the construction of second stage sampling frame
The sample size was 6882 households.
Rural PSU Sample
Eighty primary sampling units constituting the Rural Master Sample were used for both APS and HBS. Within each selected primary sampling unit, a fixed number, thirty-six (36) households were selected, representing three households per PSU per month.
The 2002/03 HBS was conducted in all basic PSU Master Sample. In addition, a supplementary PSU-sample was selected as a sample of (single) E.A's from each stratum that contributed to supplementary PSU - Sample. A supplementary sample was selected with PPS, from EA's in the stratum, which were not part of the basic PSU - sample. The same approach was adopted for 1994/95 using the 1986 census figures. The total number of PSU's in the 2002/03 supplementary PSU - sample was twenty-five. In each supplementary EA eighteen households were selected.
Urban PSU Sample
The PSU - sample of the urban APS is a subset of the HBS - sample. The E.A.s in the urban areas formed the primary sampling units. They were selected with PPS within the urban sampling frame. The number of households within each PSU served as a size measure. Households within the primary sampling units formed the second stage-sampling units. Within each selected primary sampling unit, households were selected systematically.

Supervision
Enumerators were allocated to each district, and daily supervision was done by the field officers. the role of the field officers was to ensure that the work was done properly. Statisticians from the headquaters paid monthly supervision visits to assure quality of collected data.

The data was edited manually by data editors. After data entry, data cleaning was done by the technical staff.
